Local Rule of Civil Procedure 7.4 requires that a motion for reconsideration must be based on any one of the following three grounds:  a change in controlling law; newly available evidence; or the need to correct a “clear error or prevent manifest injustice.”   Bostic v. AT&T of the V.I., 312 F. Supp. 2d 731, 733 (D.V.I. 2004).
