            A party aggrieved by an Individuals with Disability Education Improvement Act (IDEIA) decision made by a state educational agency has a right to bring a civil action in federal court.  20 U.S.C. § 1415(i)(2)(A).  Thus, the federal district court has jurisdiction over these actions “without regard to the amount in controversy.” Id., § 1415(i)(3)(A).
